My Lord,
With reference to Your Lordship's telegram
of the 13th July, 1920, I have the honour to inform you that, under the insurance scheme for men enrolled in the General Military Service Force of Hongkong, I have granted with the approval of my Executive Council a gratuity of £500 to Mr. A. G. Graham, who was invalided from the Army in India as unfit for further service, and I should be glad if the Crown Agents for the Colonies may be instructed to make pay- ment accordingly.
The amount of this gratuity has been deter- mined in accordance with the report of the Medical Board which invalided Mr. Graham from India and assessed his capacity for earning a livelihood as being lessened to the extent of one quarter, and I would be prepared to reconsider it in the event of a reassessment of Mr. Graham's percentage of disability.
I should be glad to receive in due course, therefore, the reports of any further Medical Board which may examine Mr. Graham and the final assessment of his disability.
