With reference to Your Lordship's confi- dential circular despatch of the 12th June, 1920, I have the honour to forward a copy of the temporary regulations which have been issued after consultation with the General Officer Commanding the Troops governing the flying of aircraft within this Colony. These regulations are the outcome of an application from a French subject, Mr. C. E. V. Ricou, resident in Macao, who wished to establish
a commercial seaplane service between Hongkong, Canton and Macao. The venture has not, however, gone beyond the giving of a few exhibition flights with passengers.
