It will be seen that although the total number of Inspectore
has been increased from 31 to 34 the increase is in the lowest
class only and the chances of promotion have been proportionately
reduced, whilst the value of promotion has been depreciated by
the reduction in the number of Senior Inspectors.
13. In addition to studying the local Ordinances and Regulations
dealing with Public Health, Second Class Inspectors are obliged to learn Chinese and pass two examinations in Chinese colloquial, and to obtain the Diploma of the Royal Sanitary Institute, before qualifying for promotion, and even then promotion is not auto- matic but it is necessary to wait for a vacancy amongst the
