I have the honour to transmit the enclosed memorial addressed to Your Lordship by the Inspectors in the Sanitary Department.

With reference to paragraph 4, the special appointments of Senior Inspector and Plague Inspector were abolished in 1909; but until the introduction of the revised scheme of salaries certain of the older men retained special rates of pay. On the 1st January last there were three officers on the scale £300 to £340, but two of these have been promoted and are not signatories of the memorial, and one is retiring from the service. There were also four Inspectors who retained the old dollar scale of 1,800 to 82,040, which with exchange compensation was the equivalent of £270 to £306.

The case of these four men is one of some difficulty, as they have special exchange rates for leave pay and pension, and after full consideration of all the circumstances I have given them the option of remaining upon their present salaries with 20% added or of coming upon the new rate of £320 to £360. I am unable to recommend any one of them for special treatment on the ground of excellent service or ability.
