GOVERNMENT HOUSE,
HONGKONG. 5th August, 1920.
My Lord,
memorial
I have the honour to transmit the enclosed addressed to Your Lordship by the Land Bailiffs,
New Territories.
2.
With regard to paragraphs 6 to 9 inclusive the Land Bailiffs have for some time past been in two classes, two senior posts being attached to the Public Works Depart- ment and three junior appointments being in the New Terri- tories. In ordinary circumstances a vacancy in the senior class would be filled by promotion from the junior class.
It is incorrectly stated in paragraph 12 that
3.
the petitioners would now be Sub-Inspectore if they had remained in the Police Force. Mr. Burford might just have attained this rank, but the other two by their seniority would have held the rank of Lance-Sergeant and Constable respectively.
4.
It is incorrectly stated in paragraph 14 that the First Class Overseers and Sanitary Inspectors were previously on the same footing as the Land Bailiffe, Second Class. The rates of pay were respectively £240 to £270 and £210 to £250.
5.
The revised rate of pay is that suggested by
the Salaries Commission, and I am unable to recommend any alteration.
RIGHT HONOURABLE
VISCOUNT MILNER, G.C.B.,
&c..
I have the honour to be,
My Lord,
Your Lordship's most obedient,

&c.
humble servant,
B.E. Stutts
Governor, &c.
