My Lord,

In continuation of my despatch No.239 of

the 21st July, 1920, I have the honour to transmit a

memorial by three officers in the Public Works Department

regarding their revised rate of salary.

Mr. Edwarde was appointed to the post of

Drainage Surveyor in 1919, on a salary of £360 rising to

£420 by triennial increments of £30. The posts of Clerk

of Works and Road Surveyor have been newly created with

effect from the let January last, the appointment of Mr.

Kynoch and Mr. Brown being dated accordingly. The rate of salary was £360 rising to £450 by triennial increments of £30. The approved salary for the three posts is now £400

rising to £480 by annual increments of £20, being the rate

recommended by the Salaries Commission. The new scheme

includes free quarters and free passages, privileges which

were not formerly granted.

With reference to paragraph (e) of the

memorial, I propose to allow these officers to come upon the new scale at such increment as may be necessary in order to ensure that they do not draw a less sum in dollars

than they drew under the former scheme.

The argument in paragraph (b) of the memorial is not sound. In 1914 two of the posts were not
