I have the honour to inform Your Lordship that I have granted a pension, reduced by 5% on account of misconduct, to Mr. W. G. Clark, Traffic Assistant, Kowloon- Canton Railway,

Mr. Clark's conduct had not been satisfactory for some time and on the 23rd March of this year he wea reported by the Manager of the Railway as being incapable of properly carrying out the duties of his office on account of his intemperate habits. I was prepared to give Mr. Clark an opportunity of recovering himself after a severe reprimand when on the 9th April he was admitted to the Government Civil Hospital suffering from chronic alcoholism. A Medical Board was convened and they reported that on account of excessive indulgence in alcohol Mr.Clark wes unfit for further service and recommended that he be invalided from the service.

The question of pension was considered by my Executive Council who approved of the grant of a pension reduced by 5% on account of his misconduct, and I have granted him a pension accordingly.
