In my letter of the 22nd April, 1920, I endeavoured to peint out certain prectionl difficulties in the application of the 1919 Order-in-Council, and while freely admitting the possibility of ged grounds for the legislation i expressed my ignorence of the reasons which had led to ite introduction, and of the manner in which the former control had failed. I am still uninformed on these

points and I am therefore still unable to discuss them.

I need hardly say that the interest of this Government in the metter of China companies is not solely financial. The points reised by ms in the present correspon- dence have no relation to any question of revenus, but as that question has been referred to by Eir Íverard Fraser and Er. R. P. Wilkinson I venture to remind you that the Colony has parted with an appreciable source of reveme in wiving its elain to transfer duty and estate duty in respect of the shares in China companies,
