I would pebbe reply that the S. of S. has

carefully considered these representations, with

the report of the Gov. upon them, and that in view of

the advantages which the service generally

enjoys from the conversion of sterling rates

at 2/- with the recent further concession of

a percentage of salary on a sliding soale when

the dollar declines in exchange value, in view also

of the grant of free passages and of improved

(in the case of those who benefit under

this scheme terms as regards house rent, and of the fact

rent/

that the Memorialists are almost exempt from

taxation ( whereas Officers of similar standing

at home are subject to very heavy taxation) the
