should payment be accepted at once? Of course the receipt
should not be in full settlement. If such debts are not subject
to the charge, the question in this paragraph arises only with
regard to debts due to German nationals resident in German
territory. In that case should the Custodian direct the debtor
to wait for a claim.

The Clearing Office system applies only to debts
due by persons residing within the territories of their respect-
ive states. I disregard for the moment the case of Government
securities. In the case of a debt due by a German firm, is the
whole debt recoverable if one partner happens to reside in the
national territory at the material date? Must a claimant be
able to prove that a partner in the debtor firm was residing in
Germany at the material date? In some cases he is quite
ignorant on the point, and in other he can only surmise. The
form sent out with the instructions requires the full address
of the enemy debtor in enemy territory". Must a claim with no
such address be refused? May a claim be accepted which is expressed to be against a firm, and which merely gives the former address in Germany of that firm.
