With reference to Your Lordship's circular despatch of the 18th March and to my telegram of the 13th July, 1920, I have the honour to forward for your considera- tion the enclosed copies of memoranda prepared by the Attorney General dealing with various points which have arisen in connection with the final liquidation of enemy property, rights and interests in this Colony, and to request that instructions may be given to me on the points raised for the guidance of the Controller of the local Clearing Office.
