In the final paragraph of your despatch you
suggest that it will be necessary, if the pensioner is allowed: to draw his pension in dollars, to allow officers on dollar
salaries to draw their leave salaries in Hongkong if they
prefer. I do not think that this is a point of practical importance. I should certainly decline to grant the privilege of commutation of half pay leave to any officer who advanced
this claim so that it would not pay him to do so unless he
was satisfied that the dollar would average more than 6s. dur-
ing the greater part of his leave an improbable contingency.

I regret the delay which has occurred in answering your despatch. Owing to the amount of time occupied
in dealing with salary re-adjustments the Treasury and the
Secreteriat have both been extremely busy for many weeks past.
