confidence of the whole community, now apparently

secures. If it can be proved that it is not worthy

of that confidence, there is no help for it: we

must do the best we can in some other way: but the insinuation should not be allowed to pass without the fullest inquiry.

Lieut.-Com. Haalewood is at sea in his fact:

the "buying and selling" of the kind against which no action is taken in the Colony is not forbidden

in China.

With reference to the last section of the

despatch from the Secretary of State I can only

repeat part of my minute on page 101 of this file.

It runs:-

"The question of registration would be diffi-

"cult under the most favourable circumstances from

"the great numbers concerned: the opposition the

"scheme would meet with, if it had to be established

"under penalties, would add to the difficulties. The

"inspection system, from which it appears insepara-

"ble in the discussion and without which it could

"not be effective, would constitute an interference

"with private life that would be very much resented.

"The real points of attack on the abuses of

"the system (it is not all so bad as the discussion

"would make it out) would seem to be education and s

"consideration of the question of child labour: both

"matters the Government already has in hand. A

"gradual improvement is the best that can be hoped

"for: whereas a sudden complete registration ordin-

"ance would frighten the community, and trouble only

"the well disposed: the real evil doer would escape

"much as at present".
