I have examined the accompanying Ordinance intituled
An Ordinance to amend the Public Health and Buildings Ordinance,
1903.

and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions,
2. The chief object of this Ordinance is to reduce the
minimum statutory height of storeys in suitable cases in order
thereby to lessen the cost of building.
3. The reduction will apply to detached and semi-de-
tached houses and to any other houses to which the Building Autho-
rity considers that the reduced minima should apply.
4. A special definition of the term "storey" has been
adopted for section 2 of this Ordinance because the general defi-
nition in s. 6(53) of the principal Ordinance excludes spaces with
