My Lord,
With reference to correspondence ending with Mr. Long's confidential despatch of the 26th September, 1917, I have the honour to report that Mr. Daily returned to the Colony and took up the substantive appointment of First Boarding Officer in July, 1919; and that he resigned the
appointment in April last.

I recommend accordingly that the vacant post should now be given to Mr. McIver, and that his seniority in it should date from the 1st December, 1916, being the date on which he commenced to act as First Boarding Officer. It was pointed out in Mr. Severn's despatch No.277 of the 28th August, 1919, that Mr. McIver was carrying out the duties of Assistant Harbour Master, and it is the case that he has for
a long time past been entrusted with work considerably more onerous and responsible than that of the Boarding Officer, owing to the shortage of staff in the Harbour Department.

For reasons of health Mr. McIver finds it neces- sary to retire from the service early next year and it is on this account that I recommend the ante-dating of his appoint- ment. The Harbour Master describes Mr.McIver as one of the best
