My Lord,
I have the honour to acknowledge the receipt
of Your Lordship's despatch No.135 of the 27th April, 1920,
on the subject of the pension granted to the widow of the late Mr. J. L. Speed of the Prison Department of this Colony, and to refer you to my despaten No.172 of the 21st May, 1920, in which I stated that I regret I do not see my way to recom- mend any further increase in the pension already granted.
Mrs. Speed it would appear desires to commute her pension of £30 per annum granted under the recent amend- ment of the pension minute dealing with the widows of officers killed on duty with a view to bettering herself in aome way. Mrs. Speed will by this time have received about
£600 raised by private subscription on her behalf which will enable her to start any business if she so desires, a fact f which she probably was not aware as when she wrote the letters forwarded in Your Lordship's despatch. I am not in any case in favour of permission being granted to commute her pension.
