Sir R.:Stubbs, the Covernor of Hong Kong. has written privately saying that it has been suggested to him recently by various foreign sources that it would be an excellent thing if the Governors of the various Colonies of different powers in the ar East could enter into closer personal relations, and he has been urged by them to visit respectively Manila, Saigon and Batavia. Sir R..Stubba has pointed out that a personal acquaintance with the Governors of these places would tend appreciably to assist the conduct of ɗficial
