26th February I am disposed to disagres considering that Government had right to fix rate of exchange will
not press my view. In any case however Government of Hong Kong is clearly under no obligation to pay pensions in dollars in any place other than Hong Kong. Suggest that retired officers and widows might be allowed to make their own arrangements to draw dollars in Hong Kong on condition that amount paid is only actual number of dollars granted as pension without recent percentage and on the distinct understanding that decision must

be irrevocable and that those who voluntarily give up sterling rate of conversion cannot hereafter have it returned to them. I propose that pensions should be drawn locally at 2/- only by widows who remain in the Colony with approval of Government despatch follows by mail.
