China Companies Order in Council, 1919. Minute by C. C.
As main object of the Order is to ensure that all British China Companies are effectively under British control I see no objection to special licences being granted to employ a foreigner as manager of a company under a British managing director in cases where the foreigner's expert know- ledge or experience are essential to the successful working of the company's business, each case being judged on its merits. For instance, I can see no objection to employing an American as manager of a hotel owed by a British company or putting an Italian in charge of a silk filature or a Turk or Russian in charge of a cigarette factory, so long as we are satisfied that the actual control of the company is in British hands.
I will mention the matter at the meeting of the General Committee of the Chamber tomorrow.
