My Lord,

I have the honour to enquire whether Your

Lordship is willing to approve the publication in this Colony of part of the Remarks of the Overseas Defence Committee on the Report on the Hongkong Defence Corps, enclosed in your confidential despatch of the 9th April, 1920.

Now that the Defence Corps has ceased to exist there can hardly be any military objection to the publication of details as to its strength and it would, I am sure, be a great gratification to the former members to learn that their services have been appreciated by His Majesty's Government. I think also that the comments of the Overseas Defence Committee

would tend to stimulate recruiting for the Volunteer Force;

for which reason I should be glad, in the event of Your Lord-

ship's approving this proposal, to receive your sanction by telegraph.

3.

I would propose to publish the first fire

paragraphs of the remarks, the beginning of paragraph 7 and

the appendices.
