matters and consequently when the post of Treasurer requires to be filled temporarily it is often necessary to appoint an officer with no special experience who takes some time to become familiar with his work, and this causes a temporary loss of efficiency in the Treasury and a number of irritating delays a fact which is unfortunately somewhat obvious at present when an inexperienced officer is in charge of the Treasury at a time when salary re-adjustments have thrown much extra work on that department. In the future, as a consequence of the arrangement which I propose, it will be possible to find officers who have acquired a knowledge of the financial system of the Colony by having acted as Assist- ant Auditors.

The state of Mr. Phelips' health is such
that it seems improbable that he will be fit to resume duty in the tropics and therefore the present time is peculiarly suitable for the introduction of a new system,
