is very doubtful whether the particular knowledge which is necessary in the case of an Auditor of public accounts comes within the usual experience of Chartered Accountants (who, even so, as the Governor surmises, would not be likely to be obtainable at the salaries provided) and I think that it is at

least equally doubtful whether such a plan as that which is suggested in paragraph 6 of this despatch would be of any practical value either to the officers indicated
or to the local Audit Office or the Treasury.
