Re Passports.
I had my passport vised by your office on the 24th March 1919, for my wife, infant daughter, and self for passage to England via Canada and/or U.S.A.
I took with me a Chinese Amah, Leung Ah Kum, and was informed by your office that no passport was required for her. To safeguard myself your office kindly endorsed my passport "accom- panied by Chinese Amah" and as a further precaution I obtained from the Secretariat of Chinese Affairs a certificate for her.
I had no difficulty in Canada or United States. Upon arrival in Liverpool aboard s.s."Celtic" 2nd June, 1919, the Amah was refused landing permit on the grounds that:-
(1) She had no valid passport.
(2) No permit from the Alien Board to allow her to find
employment in the United Kingdom.
The latter reason was apparently waived and I heard no
The passengers landed from s.s. "Celtic" at 5 p.m. but it was only at 9 p.m. that I was able to return to the ship with the necessary permission.
Passport was eventually issued by the Chinese Legation but further trouble was incurred in this matter and I could not obtain aliens identity card from the Police until the passport waɛ forthcoming.
I hope to present this letter at your office in person anc answer any questions, but as I am leaving for the North again aboard s.s."Kitano Maru" I may not be able to do so in which case a reply care of the Hongkong address will be forwarded to me in Peking.
