My Lord,

I have the honour to forward for Your Lordships consideration the enclosed copy of a letter from a Mr. F.V.S. Evans on the difficulties that sometimes arise in obtaining permission for Chinese domestic servants to land in England. These servants are frequently taken home by their employers to assist in looking after children on the voyage and in all cases they return to the East on the expiry of their employers' leave of absence.

It has been customary in the past for the Colonial Secretary to issue a certificate in the form attached and this certificate has so far as is known been accepted by the Aliens Officers, but in the case complained of the Amah concerned had obtained a certificate from the

Secretary for Chinese Affairs who apparently had also been issuing identity certificates.

It is proposed that in future the certificate as issued by the Colonial Secretary be continued and I should

be glad if Your Lordship could bring the matter to the

notice of the Home Office so that the practice may be

regularised.
