With reference to Your Excellency's letter of the 12th ultimo, I have the honour to inform you that the lunatic, Sidney Livesey, is today leaving Shanghai by the s.s.Professor for Hongkong, under escort of Constable Bishop, of the Shanghai Municipal Police, by whom this letter will be pre- sented to you on arrival. The authority signed by the Judge of H. M. Supreme Court for China for the removal of the man Livesey to England is attached hereto. The name of the person to be appointed Keeper of the lunatic for the purpose of conveying him to England is left blank, and I have the honour to request that the document may becompleted with the name of the person who may be appointed by Your Excellency for this purpose and handed to him. I have further the honour to request that arrangements may be made for the return of Constable Bishop to Shanghai at an early date. Full particu- lars of the proceedings in this case are being forwarded by post to the Lord Chancellor of Great Britain in accordance with the provisions of 140 and 150 Victoria 0.81 se.5 & 6.
