With reference to your letter of the 20th January,
1920, and subsequent telegraphic corresonpdence on the subject
of the mentally deficient destitute, Sidney Livesey, I have
the honour to inform you that a passage has been arranged for
him by the Troopship "Professor".
Arrangements have been made for the man to be in
the charge of certain of the troops on board but the Military
Authorities desire to be assured that the man has a sufficien-
cy of clothing and that he is certified as harmless. They
wish also to be furnished with any medical instructions as
regards his custody on board and as to the number of attend-
ante likely to be necessary. I should be glad, therefore, if
I may be informed on these points.
As I informed you in my telegram of the 24th March,
1920, if arrangements can be made for his care as far as Hong Kong it may be possible for him to go on board the 8.8. Pro-
fessor at Shanghai; otherwise he must be sent to Hongkong as
no troops will be on board who could act as attendants before
the vessel leave Hongkong.
