Hongkong, 19th September, 1919.
With reference to your letter of the 28th
August, 1919, on the subject of a mentally deficient
destitute named Sidney Livesey, I have the honour to
inform you that this Government cannot accept the responsi-
bility for this man's maintenance.
There is no suitable institution in Hongkong
where he could be kept and he cannot therefore be admitted
into the Colony.
I would suggest, however, that if you can
arrange for him to be taken into an institution in England
this Government would be prepared to pay the expenses of his
passage.
