I received a copy of the letter which you addressed to Mr. A. H. Wilzer (ex-Commissioner of Customs) with regard to the payment which the Secretary of State for the Colonies has authorised to be made to him of a lump sum of 85,000 and a monthly allowance of £500.

As Mr. Wilzer had no means of subsistence he was repatriated together with his family in the beginning of this month. He left his unpaid debts behind him, and asked me if I would look after his interests, by having the monies which the British Government so graciously allowed him, to be paid into an account with the Netherlands Trading Society in Shanghai. I would therefore suggest (and I willingly take the responsibility for this decision) that all the shares in the Hongkong and Shanghai Banking Corporation of which you can dispose in Hongkong (17 or possibly 18) be sold and that out of the proceeds the lump sum be paid and also the monthly allow- ance for as long as this is possible. These sums could be sent to me by drafts on Shanghai payable to the Netherlands Legation or order, and I will hand you official receipts for these disbursements. Perhaps it would be more convenient to you to make these payments to the Netherlande Consul-General in Hongkong, in which case I shall instruct him to receive such payments and hand you official receipts for same.
