I have the honour to inform Your Lordship that
on the retirement of Mr. A. M. Thomson, Colonial Treasurer, on the 11th December, 1918, Mr. C. McI. Messer was appointed to act and subsequently confirmed in that post. Mr. Messer, who had formerly held a seat on the Legislative Council as Captain Superintendent of Police, thereupon became a member of the Council ex officio, and Mr. E. D. C. Wolfe, who was appointed on the same date to act as Captain Superintendent of Police, was also appointed provisionally and subject to His Majesty's pleasure to be a member of the Legislative Council.
I regret to find that this provisional appoint- ment was never reported to Your Lordship for the signification of His Majesty's pleasure and I should be glad therefore if Mr. Wolfe's appointment could now receive His Majesty's confirmation.
Mr. Wolfe left the Colony on leave of absence on the 27th April, 1920, and under Section XIV of the Royal Instructions I accordingly revoked his appointment and have appointed provisionally and subject to His Majesty's pleasure Mr. E. A. Irving, Director of Education, to be a member of the Legislative Council as from that date.
