With reference to Your Lordship's Confidential

Despatch of the 8th March, 1920, I have the honour to inform you that two officers of the Hongkong Cadet Service, Mr. A. E. Wood and Mr. N. L. Smith have already passed their final examinations under the Bonus Schame in the Mandarin dialect of Chinese and that two further Cadet Officers, Mr. G. R. Sayer and Mr. T. W. Ainsworth are at present studying this dialect under the scheme. It would seem probable, therefore, that this Colony will always have in its service some officer or officers who can speak Mandarin but I would submit that, in view of the smallness of the Hongkong Cadet Service it will not be possible for this Goverment to be certain that it will always be able to spare such an officer for service in

Weihaiwei.

I need not add, however, that this Government will always be ready to do its utmost to assist in the event

of an emergency.
