My Lord,
I have the honour to inform Your Lordship that I have had under consideration the question of the grant of charitable allowances to the widows of Government servants whose salaries do not exceed $240 per annum and who therefore make no contribution to the Widows' and Orphans' Pension Fund.
2. I find that in the past each case has been considered on its merits and in the majority of cases a gratuity calculated on the basis of one month's pay for each
period of three years' service on the part of the deceased
has been granted to the widow. It is desirable that some
principle should be laid down for the calculation of such gratuities and I would submit for your approval that the customary rule of one month's pay for three years' service
should be confirmed.
