Capt. Supt. of Police,
a
Jose C. de Obaldia is from 30 to 32 years of age, native of Panama. He is come of a good family his father having been a General at the time of the revolution in Panama, but the son is said to be a bit of a scallywag. He arrived here about 1913, when he was appointed Consul for Panama in Hongkong. I see by the Directory that in 1916 he was Acting Consul for Portugal, also for Panama and Brazil. In 1917 acting as Consul for Guatemala, Panama and Brazil. In 1918 acting as Consul for Guatemala, Panama and Brazil. In 1919 acting as Consul for Guatemala and Panama. In 1919 the Government of Panama dismissed him from his post as Consul in Hongkong. In 1920 Directory his name does not appear opposite any post.
He is said to associate with Andreo Baleros and Joaquim Sierra, two Filipinos who keep a barber's shop here. It is also rumoured that the two Filipinos and Mr. Obaldia are not above suspicion of being concerned in the smuggling of opium into and out of the Colony. (The Police have no definite proof of this).
On one occasion in the Hongkong Hotel the 2nd Enginner of the a.s."Hanamet" gave Mr. Obaldia a thrashing. The Engineer had grounds for believing that Mr. Obaldia had been interfering with his wife. It is also rumoured that Mr. Obaldia has been heard to boast that he could make 8300 a day. Outside the posts he has held as Consuls, he had not been known to employ himself in any other honest capacity. He is also said to
frequent the restaurants and brothels in Kennedy Town. He resides at No.21 Old Bailey Street. His wife is not at present in the Colony.
