My Lord,
I have the honour to forward for Your Lord-
ship's information a copy of a letter which has been addressed to the Colonial Secretary by Hr. José C. de Obaldia, and to inform you that I have not recognised him pending Your Lordship's further instructions.
I enclose a copy of a police report concern-
ing Mr. de Obaldia from which it will be seen that he is not
a desirable character and I consider that His Majesty's Exequatur should not be issued to him.
