paragraph 7 paragraph 9 expense junior passed cadets are much heavier than that of unpassed cadets who live at Canton cheaply. I suggest that increments between £400 and £600 be £50 or two £25 and three £50. Individual cases require working out in order to see exact result of changes in system and I will be grateful if you will approve my varying decisions in this and other matters within reasonable limits.
