My Lord,
With reference to my despatch No.135 of the 20th April, 1920, I have the honour to request that the Director of the Royal Botanic Gardens at Kew may be consulted as to the question of a successor to the late Mr. Tutcher in the post of Superintendent, Botanical and Forestry Department, in this
Colony.

The post of Assistant Superintendent is held by Mr. H. Green, whose qualifications are set out in Sir David Prain's letter of the 19th December, 1910, which formed the second enclosure in Viscount Harcourt's despatch No.25 of the 30th January, 1911. Mr. Green has proved himself an excellent out-door man; he is a careful and a painstaking gardener; he hes considerable experience of tree planting under local condi- tions; and he may be relied upon to carry out instructions. If the department is merely to do what it has done in the past Mr. Green is well qualified to hold the post of Superintendent and deserves to be promoted to it

I feel, however, that it would be a great advent- age if the Superintendent of the department were an officer whose scientific attainments qualified to advise the Government on questions connected with forestry and agriculture, with a view particularly to the development of the Colony's economic resources; a matter which is emphasised in Your Lordship's
