Sir,

With reference to your letter concerning Mr. John Le Page, a Canadian British subject, which was handed to the Police on the arrival of the S.S."Kiukiang" in this port, I am directed to request that in future destitute persons may not be sent to Hongkong. The practice of dumping such persons in Hong Kong from various ports in the East became so prevalent some years ago that it was found necessary to have recourse to legislation whereunder the owners and captains of ships bring- ing to the Colony Europeans and other similar persons who become

a charge on publicfunds, are required to defray all expenses and

to take such Europeans back to their place of departure or

domicile.
