Your telegram 11th November Educational expenditure shipowners have taken action against to recover shipmoney which is not accordingly Government of Hongkong at present available Unofficial Members of Council urge that immediate support may be given to project and I ask for permission to allocate from local revenue $50,000 forthwith and $50,000 next year to be recovered from shipmoney if possible.
