Should be much obliged you will approve my
dispensing with sale by auction of land belonging to
Crown in districts where Governor-in-Council decides that
it is undesirable. Situation indicated in my despatch
27th November confidential is constantly arising in
different localities and this checks extension of building
which under existing circumstances is much more important
than securing maximum price. Would propose to sell to
suitable applicants at reasonable rate.
