My Lord,
With reference to Your Lordship's despatch No.23
of the 16th January, 1920, I have the honour to inform you that
I agree to the proposed amendment of the Hongkong Pension Minute to the effect that service under the Government of Ceylon is to be considered as continuous with service under the Govern- ments of the Straits Settlements, the Federated Malay States and this Colony for the purpose of pension and have so informed the Governments concerned. I enclose for Your Lordship's information Government Notification No.177 of the 26th March, 1920, embody-
ing this amendment.
I take this opportunity of pointing out that this addition emphasises the distinction, logical when the services of Hongkong, the Straits Settlements and the Federated Malay States were amalgamated but now no longer so, between the case of an officer transferred to or from an Eastern Colony and that of an officer transferred to or from, say, the West Indies or East Africa, and would enquire whether there is now any prospect of the introduction of a system of continuous pensions through-
out the Colonial Service.
I would also refer Your Lordship to my despatch No.382 of the 10th December, 1919; in the circumstances I assume v that the alternative of treating service in Weihaiwei on the same lines as service in the Straits Settlements, ac. has been
adopted.
