I have the honour to submit for Your

Lordship's approval a scheme of considerable magnitude for the improvement of the road passing through Quarry Bay village. As will be seen from the endlosed plan, the existing road is very tortuous, added to which it is extremely narrow (about 20 feet wide) whilst the existence of a steep hill north-eastwards of the point "A" renders this portion of it decidedly dangerous. A single line of Electric Tramway, with a crossing-place at one point, is laid approxim- -ately in the centre of the road, rendering it impossible for any other vehicle to have the free use of the road when a tramway-cer happens to be passing through the village.

The road in question forms the only route of communication with the entire eastern portion of the Island of Hongkong, including the important and flourishing group of villages know as Shaukiwen. It also forms an essential part of the road round the Island, which has only recently become available for motor traffic and which is certain to attract a great amount of tourist traffic. In its present condition, the road is distinctly dangerous, especial- -ly in view of the development of motor traffic.

The road, throughout a considerable

portion of its length, is bounded on one side by a long row of houses, belonging to the Taikoo Sugar Refining Company, and on
