The Ordinance also makes it clear that the power to elect an acting member arises upon the absence of the substantive el- ected member. The former sub-section was arbiguous as it re- ferred to absence from the Colony "for a space of six months" and it might possibly have been argued that no power to elect an acting member arose until the substantive member had been absent

for six months.

The quorum of the Board is reduced from 5 to 3, ca 5 seELIB an inconveniently large quorum for a Board which consiste of only

7 members.
