With reference to Your Excellency's confidenti-

-al letter of the 17th December, 1919, I have the honour to forward for the information of the Government of the Dominion of Canada a copy of a report by the Inspector in charge of the Water Police Station, Hongkong, on the subject of the seizure of ammunition and gelignite brought into this Colony by the S.S. "Monteagle" on the 12th August, .1919.

There has recently been

considerable increase

in the smuggling of arms and ammunition and in this connection I enclose a copy of a report by the Chief Petective Inspector of the Hongkong Police Force with lists of the arms and ammunition seized by the Police during the past three or four months. Any measures which Your Excellency's Government sees fit to devise for the pre- -vention of this illicit trade in arms will receive the strong support of the Government of this Colony.
