PAYMENT OF PASSAGES.

The Secretary of State has approved, under the conditions hereinafter prescribed, the continuance until 31st December, 1928, of the concession generally known as the "Passage Concession," under which the Government pays in certain circumstances the cost of the passages of officers proceeding on and returning from leave.

2. This concession is confined to officers who have a domicile in Europe, hold appointments of a class ordinarily recruited from Europe and are receiving a salary exceeding $450 a month. Nothing in this circular is to be held to supersede the provisions of General Order 49.

3. When such an officer is granted furlough to Europe after four years' resident service since joining the Government service or since his last return from furlough, he will be given a return passage from Singapore or Penang to England. This passage will be taken in any steamer approved by the Government.

4. When an officer is granted furlough to Europe before the completion of four years' resident service since his last return from furlough in Europe, a proportion of the cost of his passage will be paid by Government at the rate of one-forty-eighth for each completed month of resident service since his last return from such furlough. In calculating resident service, periods of absence from the Federated Malay States on furlough or privilege leave will be deducted.

5. If the officer proposes to retire from the service upon the expiration of his furlough, a homeward passage only will be granted.

6. A married officer will be granted the proportion of the cost of the passages of his wife and his children not over ten years of age for which he is eligible for himself.

7. No passages will be paid for any relatives or dependents other than the above.

8. If any officer to whom a passage has been granted under this circular resigns the Government service, or retires from the Government service otherwise than upon medical certificate or on having reached the age limit, within two years of his return from furlough, he may be called upon to refund to the Government the cost of his last passage from Europe, and the cost of the passages of his wife and children if such have been provided during the period in question.

9. In every case where the privilege is conceded, the passage will ordinarily be taken by the Government and will be by the usual direct route. If the officer's plans involve a departure from the usual route or preclude his making use of the passage which would ordinarily be procured by the Government, he may be granted such sum towards the cost of his passage or passages as the Chief Secretary to Government may, in the circumstances of the case, think fit.

10. The provisions of this circular are applicable mutatis mutandis to officers proceeding on furlough to Australia, Canada or the Union of South Africa, and may be extended to such other cases as may appear to the Chief Secretary to Government to merit similar consideration.

11. F.S. Circular No. 11/24 is hereby cancelled.
