My Lord,

I have the honour to inform you that I have

come to the conclusion that it is highly desirable that this

Government should have the benefit of the advice of an expert

Harbour Engineer on the quastion of the taps which ought to

be taken to improve the Hurbour of Hongkong.

The prospects of linking up the Kowloon-

-Canton and the Cunton-Hankow Railways appear now to be more favourable and there is some hope that the next few years may

see through communication established with the North of China. When this has been effected, there can ba little doubt that Kowloon will become a very important railway terminus and the question of the laying out of the necessary wharves and quays is one of importance in regard to which it is very desirable to have expert advice. Apart from this, there is the probabili- -ty of a considerable increase in size of the ocean-going steamers which call at this port and it is important, especial- -ly in view of the efforts now being made to improve the harbour of Manila, that all possible steps should be taken to place the port of Hongkong in a position to deal satisfactorily with any new developmentu.
