Mr. L.0. Ross joined this Department as an Assistant

Engineer in February, 1910, and served in that capacity

until July, 1916, when he resigned, having accepted an

appointment with the firm of Keeare. Leigh & Orange,

Civil Engineers and architects.

2. Mr. Ross is a very capable architect as regards

the artistic side of architecture, but showed himself

unable to deal with the design of steel or reinforced

concrete structures which enter se largely into modern

construction. He is possessed of an ungovernable temper

and, during the latter part of his service, he strongly resented anything in the nature of instructions or

criticism with regard to his work.

3. The fact that Mesars. Leigh & Orange have

refused to take Mr. Rose back into their office after

his release from Active Service points to the fact that

they were glad of the opportunity to get rid of him.

4. It would be quite hopeless to expect Mr. Ross

to work as an assistant under Mr. Tickle and that is the only capacity in which he could return to this Department. 5. Mr. Perkins, 1st A.D.F.., who came much in contact with him, states that he could not work with

Mr. Rosa again.
