My Lord,
With reference to Your Lordship's Despatch
No. 8 of the 6th January, 1920, I have the honour to request that a Romoval Order may be issued under Section 2, subsection
A of the Colonial Prisoners Removal Act of 1884 for the
removal to the United Kingdom of prisoner Jom MacBean Tulloch, formerly Lance-Sergeant A.15 of the Hongkong Police Force, who, on the 30th of June, 1919, was convicted before the Suprame Court of this Colony of the crime of rope and was sentenced to imprisonment with hard labour for the term of five yours. It is considered that under present conditions in Victoria Gaol, the health of this prisoner is likely to be permanently injured by further imprisonment in the tropics.

This Government is prepared to bear the
cost of his removal to the United Kingdom, of his maintenance
in prison there and of his return to Hongkong if he should
claim that privilege on discharge. He is, however, not required
here and may therefore be discharged in the United Kingdom.
