RESO
REL 13 APR 20
Hongkong..th.February....1920.
REPORT ON ORDINANCE No............................of 1920.
I have examined the accompanying Ordinance intituled
an Ordinance to provide for the establishment of a Volunteer Force,
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2.
This Ordinance provides for a new Volunteer Force to take
the place of the existing volunteer Corps and Volunteer Reserve.
It is founded on the existing Volunteer Ordinance, 1893, which was
based on the English Volunteer Act, 1863, 26 and 27 Vio. c.65.
3.
It was considered that the bill did not come within the
terms of article XXVI. 7 of the Royal Instructions, as it refers
only to the local auxiliary forces.
