With reference to the letter
from this Tept. of the 18 Dec. 1919,
concerning the employment of aliens
as pilots at H. Kong, I am&cto inform
you that a tespatch has now been
received from the Gov. of H. Kong on
the subject.
2. Sir F., Stubbs states that, in
the opinion of the Harbour Master of
H.Kong, pilotage is not necessary in
the Colony. Any Master Mariner,
provided with the cl
charts and sailing directions, (as he should be), ought to be able to bring his ship into
WELCOME
the harbour, and talte her out again, without the aid or ja pilot, everif

he has never visited the Colony
before. Further, the existing Chinese
pilot do not take charge as pilots,
but merely assist the Master with
local information, such as what
buoys are available, and, if he is a stranger, in what part of the har-
bour it is best for the ship, with
her particular cargo, to lie, &c;
but of pilotage, strictly speaking,
little or nothing is done; and, as
was pointed out by the H.Kong
Chamber of Commerce years ago, none
is wanted in the vast majority of
cases.
