My Lord,

I have the honour to inform Your Lordship

that Messrs. Butterfield and Swire have applied to this Government for the issue of certificates of nationality to Chinese seamen serving on British ships, which they state are now required by the Shipping Authorities in England in con- -nection with the transfer of these men from ship to ship and also for the purpose of shore leave.

I should be glad if I could be informed

of any regulations that have been issued on the subject.
