(8) Mr Jamieson who has just resumed duty as Consul
General at Canton is clearly doing his utmost to
endeavour to induce the Chinese and Portugese authorities
to come to an amicable agreement in regard to the harbour
works in question, but the latest news is that the con-
ference between representatives of the two Governments
has ended in a deadlock and the possibility of some
unfortunate incident occurring appears not to be remote.
TheMilitary Governor Ko Yung Nain is reported to be
ignorant and obstinate and is practically independant
of the Civil Government and is not likely to be deterred
from rash action by any broad considerations of policy.
The Governor of Macao appears to me to be a
sensible and level headed man but he is bitterly indignant
at the action of the Canton authorities whom he accuses
during the
of double dealing and general un-trustworthiness.
Having cooperated with British Naval forces
War he has received the British D.S.0.. He is I think
inclined to attach too great importance to the ancient
alliance between the two countries and to rely too much
and to rely too much on the prospects of active support
from the British Navy inthe event of hostilities taking
place.
